Architectural Control Committee (ACC)
The Architectural Control Committee's purpose is to maintain and preserve the quality and character of our beautiful neighborhood. Our subdivisions were developed to be “residential areas of high standards” as defined in our deed restrictions which apply to all properties, not just HOA members. Maintaining compliance with those deed restrictions is what keeps our neighborhood the desirable area it is - for us to enjoy and to preserve our property values!
All projects impacting the exterior of your home and property must be submitted for approval prior to construction. Please submit your questions and project plans using Contact Us or to the email address below. We encourage you to contact us early in your design process to get feedback and insure your final design complies and can be approved.
The ACC reviews proposed projects for compliance with the deed restrictions. Often the review/approval process can be completed by email. The committee meets as a group and with homeowners to discuss project details as needed. Due to COVID, these meetings are held via Zoom at a mutually agreeable time.

Overview
The Balcones Village/Spicewood (BV/S) area is included within the City of Austin as well as being a part of the BV/S development. As a result, the individual properties in this area are subject to the City of Austin ordinances, regulated by City of Austin codes, and are also covered by the BV/S Deed Restrictions filed by the developer when the property was originally platted.
The Deed Restrictions apply to every homeowner in the Balcones Village and Spicewood at Balcones Village subdivisions, not just HOA members. When each of us closed on the purchase of our properties, we had to acknowledge by signature that we were provided a copy of the deed restrictions and agreed to comply with them. Homeowners considering changes or improvements to their property need to contact both the City of Austin for various permits as well as the BV/S Homeowners Association Architectural Control Committee. Any changes or improvements done to the exterior of the house and/or the property should be submitted to the ACC for approval. This includes, but is not limited to: fencing, additions, outbuildings, garage extensions, swimming pools, landscaping, and ornamental structures.
The ACC is responsible for providing assistance to homeowners in the BV/S residential area by reviewing proposed improvements to their property and giving guidance on how those improvements can be done in compliance with the deed restrictions that govern their property. There are 24 different sets of deed restrictions covering the BV/S development. While they are generally similar, there are some specific differences. In some sections the ACC can grant homeowners an exception or variance from compliance within certain aspects of the deed restrictions for valid reasons; in most it cannot.
Violations of the deed restrictions make you vulnerable to legal action, potentially placing your investment at risk. It is in both of our interest to insure your projects meet the deed restrictions. We would also encourage you to discuss planned planned projects that may impact neighbors with immediate neighbors to insure they understand and are comfortable with your plans.
